Jeffrey Two-year-old Jeffrey was a victim of the system -- misdiagnosed with cerebral palsy. Because of this, he was considered unadoptable and spent the first two years of his life in foster care. A week after his second birthday, however, he was adopted by a family in New Mexico. This story is about the last month with his foster family and first few days with his "forever and ever" family.
